NEUTRAL YEARS
In Neutral years, the high temperatures are all below average. Buffalo, Binghamton, Glens Falls, and Burlington all averaged -0.7 degrees below average. Several cities had matching data. Both Portland and New York City had -0.4 degrees below average highs during neutral years, then Albany and Boston shared the same data as well with -0.5 degrees below average. Concord was-0.2 degrees below average.
The low temperatures have also been below average during neutral years. Once again, cities share the same data. Portland, Buffalo, and Boston all show to be -0.6 degrees below the average lows during neutral years. Burlington and Concord both recorded -0.4 degrees below average lows. New York City and Albany shared the same average temperatures by both being -0.2 degrees below average lows. Glens Falls data showed the city to be -0.3 degrees under average temperatures and Binghamton showed -0.5 degrees below average temperatures.

Precipitation generally was below average at seven out of the nine cities. The two remaining cities are both slightly above average: Glens Falls at 0.11 inches above average and Concord at 0.57 inches more than usual. Buffalo's data shows that during neutral years, they receive 1.22 inches less than they would in an average year. Next in line was New York City with a deficit of 0.78 inches, followed by Albany with 0.70 inches below average. It is interesting to see that the two cities with above average precipitation are located within a strip of land from upstate New York to the edge of Maine and New Hampshire's border. Boston, right below this strip, has a 0.01 inch deficit on average and is located right on the edge of this area where precipitation was more likely.
The snowfall was similar to the precipitation in that seven out of the nine cities once again receive below average amounts during neutral years. The two cities receiving above average are once again Glens Falls and Concord. Glens Falls averages 2.7 inches above while Concord receives 1.8 inches above normal. Boston had the greatest negative departure with a 4.9 inch deficit during neutral years. Buffalo is below with -3.3 inches, and Binghamton is close to Buffalo with -3.6 inches below average.
